The Uttarakhand High Court has directed the State government to submit a progress report within 10 days while hearing a public interest litigation regarding the discontinuation of the revenue police system in the State. The division bench of chief justice Vipin Sanghi and justice Rakesh Thapliyal issued this direction while hearing the matter on Thursday.
During the hearing on Thursday, the counsel for the State government informed the court that the State government has implemented the regular police system in various areas and is working to implement the same in other areas also.
It will be recalled that in 2004, in the Navin Chandra versus the State government case, the Supreme Court had also acknowledged the need for discontinuation of the revenue police system. It had been stated that the revenue police do not receive training like the regular police. The revenue police also lacks latest resources due to which it cannot undertake even the various basic forensic procedures. The lack of these basic facilities also affects the investigation of crime. The court had also stated that a uniform system should be in place across the State. The Uttarakhand HC had also issued various directions in this regard to the State government in 2018 but the orders of the HC have not been fully implemented yet, the petitioner contended.
