Cabinet minister Satpal Maharaj has stated that most people of the State want the ministers to have the authority to write remarks on the annual confidential report (ACR) of the departmental secretaries under them as is done in other States. This will enable transparency in development works and proper review of the departments, he said.
Maharaj said in a statement on Tuesday ministers in other states have the right to make remarks in ACRs of officials and this was being done in Uttarakhand too during the ND Tiwari government. Considering this, he questioned why anyone should have a problem if this system is restored in Uttarakhand. He said that in the Panchayati Raj department the earlier government order enabling the Block Pramukh and district Panchayat president to write the ACRs of the block development officer and chief development officer respectively has been implemented again to check corruption in Panchayat works and ensure quality in work. “I believe that there should not be hesitation in restoring the system implemented in the past. As the minister is the head of the department, it is necessary for the remarks of the minister to be noted in the ACR. The minister’s remarks should also be noted if the remarks of the chief minister and chief secretary are being noted,” said Maharaj.
