MCD imposes Rs five lakh penalty on man for illegal disposal of garbage

The Municipal Corporation of Dehradun (MCD) on Tuesday imposed a penalty of Rs five lakh on a Dalanwala resident after he purportedly disposed of about 30 tonnes of green waste and other materials improperly. The sanitation team also found dengue-causing mosquito larvae in the garbage. This is the highest amount of penalty imposed by MCD so far under its anti-dengue drive, said the Dehradun chief municipal health officer Dr Avinash Khanna. He said the municipal commissioner Manuj Goyal received information that a local had thrown a large quantity of garbage and unused items outside his house at Mohini Road in Dalanwala.

Taking cognisance of the complaint, a team went to the location under the supervision of Khanna as per the order of the municipal commissioner. The team found that green waste was stinking and water had accumulated in the unused materials disposed of along the road. Khanna said that the team also found traces of larvae of dengue causing mosquitoes in the garbage. These are serious violations under the Solid Waste Management (SWM) Rules. “Upon inquiring, we found that the garbage was dumped there by a local resident identified as MS Gambhir.

Considering that improper disposal of garbage in a public place made it a breeding ground for mosquitoes besides the dumping of about 30 tonnes of green waste, the corporation imposed a fine of Rs five lakh on Gambhir,” said Khanna. He said that the offender has been asked to deposit challan in the corporation within the stipulated time or else, it will recover the penalty via recovery challan (RC) with the help of the authorities concerned. He said that the said waste was picked up from the spot and disposed of as per the rules. He said that the corporation is consistently appealing to the locals to take preventive measures against dengue but many still fail to follow the basic guidelines.

The corporation has been consistently running massive drives against dengue and as a result, teams have penalised over 350 establishments in a month and recovered a penalty amounting to over Rs 11 lakh. If people will stay ignorant during the present vulnerable times and continue to contribute to the spread of dengue across the city, Khanna added that MCD will continue to take strict action against them. He also urged people to complain to MCD if they find similar violations in their respective areas.
