Several factors including prolonged procedures and unavoidable circumstances, have led to the postponement of the construction of 23 out of the 95 mini stadiums by the Youth Welfare department. Originally, it was projected by the State government that the department would have completed the construction of a mini-stadium in every block of each district by the year 2023. However, this goal has not yet been achieved. According to the officials of the department in 2021, the government mandated the construction of approximately 95 mini-stadiums throughout the State. Construction of these facilities commenced in 2022, with 60 stadiums already built by February.

The officials further stated that the establishment of the remaining 23 mini-stadiums in the State was initially planned to commence in March. Nevertheless, delays in the process, budget allocation and various other factors have contributed to the slow progress in building the 23 mini-stadiums across the State. They further indicated that although there have been setbacks, the department has recently initiated the process of setting up the remaining 23 mini-stadiums. Additionally, two out of the 23 are in the final stages of completion and will soon be operational. They further highlighted that completing the establishment of all 23 mini-stadiums may take some time, especially as contractors and labourers encounter difficulties constructing the facilities in mountainous regions and face delays due to local interference. The officials added that the state government has allocated Rs 15 crore for the completion of the remaining stadiums.

It will be recalled that earlier the officials of the department noted that approximately Rs one crore is needed for building each mini -stadium, with those in mountainous regions sometimes requiring Rs three to four crore. Mini-stadiums measure 100 feet in length and 80 feet in width, taking about two years to be constructed.
