The Confederation of Indian Industry (CII) Northern Region has appreciated the Union Budget 2026–27 for outlining a strong growth-oriented roadmap with continued emphasis on capital expenditure, MSMEs, infrastructure, manufacturing, technology, and skilling. The Rs 12.2 lakh crore capital expenditure outlay, India Semiconductor Mission 2.0, Biopharma Shakti, revival of industrial clusters and focused MSME financing measures are expected to strengthen supply chains, boost investment, and generate employment across Uttarakhand, Punjab, Haryana, Himachal Pradesh, Jammu and Kashmir, and the Delhi NCR.
CII Norther Region chairwoman Anjali Singh said, “The Union Budget 2026 presents targeted interventions that will benefit MSMEs by improving access to growth capital and strengthening their ability to scale sustainably. The launch of India Semiconductor Mission 2.0, with a clear focus on indigenous equipment, materials, design capability, and IP creation, is a positive step in boosting India’s electronics and advanced manufacturing ecosystem. Together, these measures can support deeper domestic value chains and reinforce India’s position in high-technology manufacturing.’
Deputy chairman Puneet Kaura noted, “The Union budget outlines a steady and pragmatic approach to strengthening India’s industrial and technology ecosystem. Continued emphasis on MSME capacity building, access to capital and supply-chain integration will benefit enterprises as they move up the value curve.”
“The budget is a game-changer for India’s youth, with a strong focus on higher education, skilling, and AI-driven innovation. Initiatives like Biopharma Shakti and university townships will empower our young talent to drive India’s growth story and become global leaders,” CII Uttarakhand vice chairman Sanjay Agarwal said.
