Umbrella act-Employees of aided colleges see red

Want no change in process of financial grant to the aided colleges
The employees and teachers of the government aided colleges are up in arms against a provision of umbrella act for the universities of the state. These employees fear that the new act would keep them at the mercy of the government. In protest against the new act in which the provision for providing grants to these colleges has been removed, the employees and the teachers of 17 aided colleges affiliated with the Hemwati Nandan Bahuguna Garhwal Central University are holding protest meetings and wearing black bands while undertaking their routine duties.
The general secretary of the Garhwal University Teachers Association (GRUTA), D K Tyagi told The Pioneer that the chapter 11 (A) has been dropped from the act which ensures grant to the aided colleges. “We want that the dropped provision is restored so that there is no confusion on the grant. The decision to remove the provision is unconstitutional and all the employees would continue their protest till it is restored,’’ he said. Interestingly the state administration has asked these colleges to change their affiliation from the HNB Garhwal central university to the Sridev Suman Uttarakhand University
More than 1500 employees of 17 aided colleges are participating in the agitation.
The Uttarakhand government recently introduced the Umbrella act which replaced the ‘Uttar Pradesh University Act 1973, which is followed by Uttarakhand ever since its creation in the year 2000. The purpose of the act is to bring in parity in functioning of all the universities
