The initial reports of the Rural Development and Migration Commission (RDMC) regarding the basic reasons for migration had made it clear that lack of employment and better facilities for education and medical treatment were the main causes for migration from the state. The State government is taking policy decisions based on the recommendations of the commission. Chief minister Trivendra Singh Rawat said this while chairing a meeting of the RDMC here on Tuesday. The CM also released a publication by the commission on strengthening the socio-economic development in Bageshwar district and mitigating migration.
Rawat said that the RDMC should not function like a working agency but as a think tank for stopping migration from the state and for the social and economic development of the rural areas. He referred to initiatives of the State government like the Mukhyamantri Swarozgar Yojana, solar self employment scheme and growth centres aimed at achieving the desired level of development. Rawat also asked the RDMC members to give their suggestions for good education system. Stating that initiatives had been taken to make good use of locally available natural resources, he informed that electricity generation and making of pallets was being facilitated with pine needles. The CM also stressed on the need for encouraging youths motivating society by setting up their own business. Enhancements like technical training should also be arranged for the youths at the local level. Further, credit card scheme should also be launched in growth centres, said the CM.
The RDMC vice chairman Sharad Singh Negi said that during the past 10 years in Bageshwar district, 23,388 persons had temporarily migrated from 346 Gram Panchayats in the past 10 years while 5,912 persons had permanently migrated from 195 Gram Panchayats during the same period. The recommendations made for the district by the commission chiefly include improving the quality of livestock and increasing number of artificial insemination centres, providing training in making of Paneer, Ghee and similar products to dairy producers, increasing the activity of dairy committees and opening of milk processing centre. The commission has further suggested increasing the number of homestays, increasing skill development training programmes related to tourism, organising capacity building training and entrepreneurial development programmes, taking measures with the help of forest departments to protect crops from damage caused by monkeys and wild boars and encouraging cultivation of herbs and agriculture based industry in the district among others. Various members of the commission also gave their suggestions in the meeting. Additional chief secretary Manisha Panwar informed about the action being taken on the recommendations of RDMC.
