U’khand to conduct survey for slum categorisation, rehabilitation

Slum dwellings in every municipal body of the state to be classified into three categories

The Uttarakhand urban development secretary Shailesh Bagauli has directed all district magistrates (DMs) and municipal officials concerned to conduct surveys in their respective areas to identify and categorise slum dwellers. He conducted a virtual meeting with DMs and municipal officials on Monday through video conferencing to discuss improvement, regulation and rehabilitation of slum dwellers located in municipal bodies of the state. He said that the slum dwellers in each municipal body must be classified into three categories on the basis of the right of the land and registration and demarcation of their land through a committee constituted at the district level as per the provisions. He said that such slums settlements can be classified under the first category in which the house is habitable and the rights of land ownership can be granted as per the norms.  Those slum residences located in geologically, geographically or environmentally sensitive areas should be classified in the second category  that can be made inhabitable after adopting some security measures. Those houses which are located on such pieces of land where granting land ownership rights would not be suitable for people owing to legal, safety, health and other such causes must put in the third category who would be shifted to other safe settlements, said the secretary. He asked the DMs to form a committee to conduct surveys in their respective areas to mark the slum dwellers as per the said categories. He also directed them to prepare a plan to provide basic amenities like electricity, drinking water, toilets among others in the identified slums. He directed the DMs to send recommendations on the basis of their works within a month for its consideration at the state level committee for regularisation, improvement and redevelopment of slums. The Dehradun DM R Rajesh Kumar informed Bagauli that a district level committee has been formed and the administration will also hold a meeting on April 19 to ensure that the survey starts at the earliest across the district.
