ADG directs police in-charges to make SOPs for crowd management

A day after the Hathras stampede in Uttar Pradesh in which over 120 people have died so far, the Uttarakhand additional director general of police (Crime, Law and Order) AP Anshuman directed all senior/superintendent of police to prepare standard operating procedures (SOPs) for crowd management in all kinds of events happening in their respective districts. It will be mandatory for all SSP/SPs to make SOPs’ copies available to the police headquarters. The ADG held a meeting with the police in-charges of all districts at Police headquarters in Dehradun regarding crowd management at various fairs, religious events and other occasions across the State a day after the Hathras stampede. Since the Kanwad Yatra is expected to start from July 22 and will reach the State in the last week of the month, the ADG asked officials to keep special focus on crowd management, safety and security in Dehradun, Haridwar and Pauri districts. He instructed that before issuing NOCs to organise programmes, the respective police in-charge should thoroughly brief all police personnel regarding programmes and how they should be conducted sensitively. All police station in-charges should visit the respective sites and assess the crowd capacity of the venues, entry gates and parking and issue NOCs for the programmes accordingly. Anshuman said that the district in-charges will also prepare an annual calendar of all the fairs, festivals and programmes scheduled to be organised throughout the year to ensure the police can make necessary arrangements in time accordingly. The respective in-charges should also take strict legal action against those organising programmes or events without permission, he added.
