Resentment is brewing among the government school teachers and other employees over the attachments done in the school education department. The teachers and employees are demanding cancellation of all the attachments in the department.
Taking cognizance of the anger of the teachers and employees, the education minister Dhan Singh Rawat has sought a report on all the attachments done in the department. He has also directed that no attachment should be done without taking prior permission of the State government. The resentment of teachers and employees came to the fore recently when the president of the association of guest teachers Abhishek Bhatt was attached from a school in Tehri district to the State Council of Education Research and Training (SCERT). Following the objections the newly appointed director general (DG) of school education Jharna Kamthan cancelled the attachment of Bhatt.
Attachment is done to accommodate teachers and employees having powerful connections. Under this arrangement they are deployed at their desired location such as education directorate, SCERT or some other office while their salary is drawn from the schools where they are originally posted. This arrangement creates hindrance in the smooth functioning of the schools from where the teachers are sent on attachment. Most of these schools and offices are located in mountainous areas of the State.
The teacher organisations claim that more than 650 teachers and office employees are enjoying attachment at the place of their desire against all the norms. Many teachers are attached to the newly set up Vidhya Sameeksha Kendra (VSK) in the education directorate. The national organisational secretary of All India Federation of Teachers’ Organisations (AIFTO) Sohan Singh Majila told The Pioneer that the system of attachment is a bane for the department and the State. He said that the department should officially transfer teachers and office employees instead of attaching them. He also questioned the propriety of attaching teachers in VSK and other places where they are given non teaching assignments.
