The court of the chief judicial magistrate (CJM) in Dehradun has summoned the president of the Uttarakhand Berozgar Sangh (UBS) Bobby Panwar on November 14 stating that he has reportedly violated the terms of his bail after participating in the protest held on November 9, as per the officials. They informed that Panwar was previously granted conditional bail along with his associates for a protest near Clock Tower in Dehradun last year. The court reportedly issued the notice to Panwar after police reported that he had violated the terms of his bail. The incident dates back to February 9, 2023, when Panwar, along with others, participated in a protest that turned violent outside Gandhi Park and on Rajpur Road, extending to Clock Tower. During the protest, police alleged that participants threw stones at police personnel and created ruckus due to which they had to resort to lathi charge to disperse the crowd. Following this incident, Panwar and six others were arrested and granted conditional bail by the court on February 17, 2023, on personal bonds of Rs 30,000 each. As part of the bail conditions, the court had mandated that Panwar and his associates must not tamper with evidence, cooperate with the investigation, refrain from participating in violent protests and avoid any activity that damages public property. They were also barred from participating in any protests without prior approval and warned against engaging in any intimidating behaviour. However, Panwar allegedly led another protest on November 9, 2024, demanding an extension of the age limit for the State’s police constable recruitment and additional positions for women candidates. The protest reportedly led to blocked roads and clashes with police forces. The protest escalated, with around 85 unemployed men and women blocking the Hathibadkala barrier and attempting to march towards the Chief Minister’s residence. Following this, another case was filed against Panwar and his associates at the Dalanwala Kotwali. The officials said that Panwar now has a total of eight cases registered against him. They informed that the court has issued a notice to Panwar to appear on November 14 to present his defense.
