Builder externed from Dehradun under Goonda Act after assault allegations

The Dehradun district administration has taken action against a controversial builder accused of creating fear among residents of ATS Colony on Sahastradhara Road. Dehradun district magistrate Savin Bansal on Tuesday ordered the externment of builder Puneet Agarwal from Dehradun district for six months under the Uttar Pradesh/Uttarakhand Goonda Control Act, 1970.
The action was taken after several residents of ATS Colony complained about the builder’s behaviour. The matter came into focus after an alleged assault on a DRDO scientist and his family on April 13. According to the complaint, the scientist suffered serious injuries and his eardrum was damaged during the attack. Residents also alleged that women, children and elderly people in the colony were often threatened and abused by the accused.
Following the complaints, the district administration ordered a confidential inquiry into the matter. Local residents reportedly told officials that the builder’s actions had created fear and insecurity in the area. Police records and viral social media videos related to earlier incidents were also examined during the investigation.
The officials said that several criminal cases are already registered against Agarwal under different sections of the Bharatiya Nyaya Sanhita (BNS). Earlier too, he had sparked a controversy after allegedly waving a pistol in front of colony residents including minor children during Diwali celebrations. At that time, the district magistrate had suspended his arms licence.
The administration stated that the builder would not be allowed to enter Dehradun district for six months without permission. Police have been directed to ensure that the order is followed strictly.
