On the recent order of the Transport secretary Ranjit Sinha to the officials concerned to ensure the installation of the global positioning system (GPS) in all public transport vehicles and goods carrying vehicles by April 20, the president of the Dehradun Mahanagar City Bus Seva Mahasangh, Vijay Vardhan Dandriyal has written a letter to the chief minister stating that Sinha allegedly has no authority to issue such an order without the instructions of the state government. Dandriyal said that as per the order of the Ministry of Transport and Highways, a location tracking device like the GPS system should be installed in all passenger vehicles and goods carrying vehicles which have been registered from January 1, 2019 whereas the decision of its installation in commercial vehicles which were registered before this date was left to the state government. Despite the order, he said, the Transport secretary has issued orders to ensure installation of GPS on every commercial vehicle which is against the rules. He said, “I have complained to the CM Pushkar Singh Dhami about this issue and have appealed to him to cancel the order which has been issued by the Transport secretary against the rules.”
Dandriyal said that it should be investigated as to why a senior official issued such an order without the authorisation of the state government.
He said, “The transport workers are still affected by the Covid-19 pandemic and the CM himself has helped them by waiving off road taxes twice and made suitable changes in the surrender policy of the vehicle. Many cannot bear the expenses of the installation of GPS so soon by April 20. I am optimistic that the CM will look into this matter.”
