CM approves ordinance to enact strongest anti-copying law
Provision for upto life imprisonment & Rs 10 crore penalty for guilty

As assured by the State government, the chief minister Pushkar Singh Dhami has granted approval to the Uttarakhand competitive examination (prevention of unfair means in recruitment) ordinance 2023 in order to ensure transparent and fair competitive exams in the State. Strict provisions of upto life imprisonment have been made against the guilty in this ordinance. Dhami tweeted on Thursday evening that he had approved the ordinance and sent it for further action.
According to official sources, if any person, printing press, service provider organisation, management system, coaching institute etc is found guilty of being involved in improper means, provision has been made for upto life imprisonment and Rs 10 crore fine. If any person conspires in an organised manner with the institution organisation conducting the exam a provision has been made for upto life imprisonment and Rs 10 crore penalty. If any candidate is found to be copying in the exam or helping other candidates do the same while indulging in unfair means, such a candidate may face three years in prison and a minimum of Rs five lakh penalty. If such a candidate is again found guilty of malpractices in another competitive examination, there is provision for minimum 10 years in prison and minimum Rs 10 lakh penalty. If any candidate is found copying in the exam, provision has been made to debar such a candidate for two to five years from the date of charge sheet being filed and for 10 years from all competitive exams on being convicted. If any candidate is found to be copying again, there is provision for being debarred from all competitive exams for life. Further, there is provision in the Act to seize the property acquired from the use of unfair means. The offence under this Act will be cognisable, non-bailable and non-compoundable.
