CM bats for expediting execution of externally aided projects

Chief minister Pushkar Singh Dhami has said that the process of implementation of the externally aided projects (EAPs) should be expedited. He took a review meeting of the EAPs at the state secretariat on Friday. The CM said that better advocacy at the level of centre should be done of the projects pending there and their proposals should be sent to the resident commissioner. He said that the schemes having 90 per cent share of the centre and 10 per cent of the state should be taken up on priority. Dhami directed that the department concerned should coordinate with their corresponding department in the centre for their projects and for this the department secretaries should take up responsibility. In the meeting the CM reviewed the progress of EAP in the power, disaster management, rural development and finance departments and directed the secretaries to take regular review of the projects. The CM said that the effective implementation of Rs 274 crore world bank funded projects of the Central Water Commission for strengthening the dams and barrages in the State will help in improvement in management, control and monitoring mechanism of the Dams and barrages in the State. The power production will also increase from these projects.
While reviewing the Uttarakhand Public Financial Management Strengthening (UkPFMS) project, the CM stressed the need for timely preparation of financial reports, making the internal audit system better, transparency in the budget and purchase process and preparation of annual financial statements. He said that coordinated efforts are needed for increasing tax collections. The UkFMS project accounts for about Rs 274.5 crore which includes strengthening revenue management practices in the urban local bodies and the PSUs owned by the state.
The CM also stressed on simplifying the financial assistance process at the level of procurement process and funding agency so that the projects are easily implemented. In the review of the Rural Enterprise Acceleration Project (REAP) the CM opined that the project will help in doubling the income of rural families and preventing migration from villages.
He said that the six year long and Rs 1,640 crore project will help in reducing the impact of environment change and disaster in the State. This project will also help in checking forest fires, strengthening of disaster management centres and development of infrastructure facilities in the State.
Secretaries R Meenakshi Sundaram, Radhika Jha, Dilip Jawalkar, Ranjit Sinha, Neeraj Khairwal, additional secretary Manuj Goyal and the managing directors of the three power corporations were present in the meeting.
