Cong demands comprehensive policy for natural disasters
The Congress members strongly raised the issue of natural disaster at Tapovan in Chamoli on the third day of budget session of Uttarakhand assembly on Wednesday. As soon as the proceedings of the house started on the day, the Chakrata MLA, Pritam Singh demanded work adjournment motion under rule 310 on the recent disaster and failure of the government in handling it. Later the issue was taken up under rule 58. The leader of the opposition Indira Hridayesh highlighted the need for a policy to deal with the disaster and the presence of an early warning system so that precious lives are saved. Jageshwar MLA, Govind Singh Kunjwal said that protocols are not being followed in the construction of roads in the state which worsens the disaster. The deputy leader of Congress legislature party, Karan Mahra said that no lesson has been taken from the Kedarnath disaster. The Dharchula MLA Harish Dhami said that the census data of 2011 was used in distributing compensation and rehabilitation of the disaster affected people in Dharchula last year. In his reply the parliamentary affairs minister Madan Kaushik said that the state has set up Doppler radar in Mukteshwar in Nainital and one more such radar would be installed in the state for warning on cloudburst. The minister said that a committee of experts headed by disaster mitigation secretary has been constituted which would suggest ways for prevention and mitigation of disaster.
In other business of the day the parliamentary affairs minister Madan Kaushik tabled the Uttarakhand (Uttar Pradesh Zamindari Abolition and Land Reforms Act-1950) amendment bill-2021 in the house. The Panchayati Raj Minister Arvind Pandey placed the Uttarakhand Panchayati Raj (amendment) bill 2021 in the house.
