In Uttarakhand, the Congress party has appointed a maximum number of Booth Level Agents (BLAs). In an attempt to make the process of Special Intensive Revision (SIR) transparent and accessible, the Election Commission of India (ECI) has asked all registered political parties to appoint BLAs in all the booths of the State. As part of the process, the political parties will appoint one BLA-1 in every constituency (total 70) and one BLA-2 in every polling booth of the State. The data of the commission shows that the Congress party has appointed 69 BLA -1 and 9,506 BLA-2 in the State. The ruling BJP, on the other hand, has appointed 70 BLA-1 and 9,276 BLA-2. There are 117733 polling booths in the State which means the Congress has appointed 81.02 per cent and BJP has appointed 79.06 per cent BLA-2 in the State. The performance of other political parties is pathetic in this respect. The Aam Aadmi Party has not appointed not even a single BLA in the State while BSP has made 12 BLA-1 and 117 BLA-2. The CPI (M) has appointed 19 BLA-1 and 217 BLA-2.

Former MLA and convenor of the Uttarakhand Congress’s coordination committee for appointment of BLAs, Manoj Rawat said that the remaining BLAs will soon be appointed. He said that the party has undertaken a micro level plan under which a polling booth committee having 10 to 15 workers will be appointed in every booth of the state.
