Congress cries foul over Haridwar Panchayat election process
Alleges that rules being violated in reservation and delimitation to favour ruling party; meets SEC

Alleging gross irregularities and discrepancies in the process of delimitation and reservations in the Panchayat elections of Haridwar district, the Uttarakhand Congress has knocked the door of state election commission. A delegation of Congress leaders met the State Election Commissioner (SEC), Chandra Shekhar Bhatt on Wednesday and submitted a memorandum. In the complaint the Congress leaders said that the rules and regulations are being blatantly violated under political pressure in the reservations and delimitations of the three tier Panchayati Raj system in Haridwar district. The rules are being distorted in the delimitation of the village, block and district Panchayats and the limit of 50 per cent set in the Panchayati Raj act and orders of Supreme Court is not being followed. The Congressmen complained that the system of rotation in reservation is being kept aside arbitrarily in the process being followed. The memorandum pointed out that there are many such village Panchayats where the number of the forward/ backward/ Schedule Castes is very less but there also the reservation is done in an arbitrary manner. The Congress leaders alleged that the rules are being violated in the delimitation and reservation to provide undue benefit to the BJP leaders. In an order to save their skin the officers in Haridwar are telling people that the delimitation and the reservation is being done from Dehradun.
The delegation told the SEC that the district election officer of Haridwar held a hearing to the complaints and the objections on July 12 but the careless manner in which the valid and legal objections were heard clearly shows that that one should not expect any justice from this hearing. Terming the delimitation and the reservation in the Panchayats of Haridwar as detrimental for the democracy the Congress leaders said that they would continue to fight on this issue of public interest.
The party vice president (organisation) Mathura Dutt Joshi, general secretary (organisation) Vijay Saraswat, MLAs Mamta Rakesh, Virendra Jati, Furkan Ahmed and Ravi Bahadur, media panellist Garima Dasauni and president of the Mahila Congress Jyoti Rautela formed part of the delegation.
