CS pulls up HoDs for poor disbursement of NABARD loans under RIDF

Taking a stern note of the less loan disbursement than the target by the departments in relation to the proposals approved under National Bank for Agriculture and Rural Development (NABARD), the chief secretary Radha Raturi has directed the head of departments to complete the target of loan disbursement and repayments without any further delay.

 She chaired the second High Powered Committee (HPC) meeting on Rural Infrastructure Development Fund (RIDF) of NABARD at the State secretariat on Tuesday.

In the meeting, additional secretary Finance informed that the HPC has set a target of disbursement of loan of Rs 1,098 crore under RIDF for the year 2024-25. He informed that against this target only a sum of Rs 232.28 crore has been disbursed by the different departments as yet.

The CS said that the departments should resolve the problems in distribution and payments and complete the work soon. She said that good proposals should be continuously prepared and sent to the Finance department along with the detailed project report (DPR) . These DPRs should  also be sent to NABARD so that its recommendation can be received on time. She also instructed for continuous monitoring of the proposals every week and fortnight.

  In the meeting the CS asked the Peyjal department to send proposals related to development of drinking water facilities immediately and requested NABARD to make these proposals a top priority.   Raturi directed the secretaries and HoDs to expedite loan disbursement and repayments and said that they should hold weekly reviews.

 She stressed the need for simplifying and expediting the process of loan disbursement and payments by the departments as well as sending proposals to NABARD. The CS took notice of the absence of the school education department in the meeting and sought clarification on the matter. She asked NABARD to conduct a comparative study on the increase in agricultural income of farmers in relation to the development of irrigation facilities in the state.

Secretaries Shailesh Bagauli, BVRC Purushottam, additional secretary C Ravishankar and senior officers of NABARD attended the meeting.
