The Dehradun city bus union president Vijay Vardhan Dandriyal has alleged that the Dehradun regional transport officer (Administration) Sunil Sharma issued tenders for the construction of temporary checkposts on Char Dham routes against the rules. He has written to chief minister Pushkar Singh Dhami requesting him to order a prove by Central Bureau of Investigation in the matter. He alleged that Sharma violated several rules to benefit his acquaintance in the tender process. He said that as per the information received under the Right to Information (RTI) Act, Sharma issued tenders against the rules and without publishing advertisements in the newspaper. He said that the transport department showed the total budget for construction of three checkposts (Kuthalgate, Brahmpuri and Bhadrakali) as Rs 14.94 lakh and after adding Goods and Services Tax, the total cost was showed over Rs 17 lakh, as per the data provided by RTI. Dandriyal said, “The government issued a total budget of Rs 19 lakh for the constructions of checkposts and Sharma spent additional money of about Rs two lakhs by showing it as additional expenditure. He said that as per the law, construction works of over Rs 10 lakh must be done via the Public Works Department. Besides this, the person who got this tender supplies all stationaries and other articles in the regional transport office in Dehradun The whole tender process was carried out against the rules to benefit this single person. This clearly indicates that Sharma floated the tender by committing corruption for personal benefit.” Dandriyal further claimed that Sharma’s appointment from Enforcement to Administration in RTO was already done against the rules and has reportedly committed corruption in several works. “I have written to Dhami and asked him for CBI inquiry in the matter. I have asked to transfer Sharma from the Dehradun RTO to ensure the investigation can be done properly,” he added.
