The Medical Health and Medical Education minister Dhan Singh Rawat said that decisions have been taken to strengthen health and medical education with the consent of the Finance and Personnel departments. These decisions were discussed in a review meeting of the Medical Health and Medical Education departments on Monday.
Rawat said that key demands including the formulation of a policy for timely promotions and transfers of faculty members in medical colleges, providing salary scales equivalent to AIIMS for super specialty doctors, increasing honorariums for senior residents and junior residents, and ensuring adequate accommodation and well-equipped transit hostel facilities were discussed in the meeting.
He further added that as part of the new bond policy, there was a request for all postgraduate students to serve a mandatory two years in the State after completing their training. He emphasised the importance of having skilled paramedical staff for the successful operation of government medical colleges and proposed the provision of stipends for nursing and paramedical students. There was also a call for the creation of posts based on need through outsourcing, alongside the development of a policy for the capacity building of personnel, he said.
Rawat added that in the meeting financial assistance was requested for short-term training programmes at both the state and national levels, allowing personnel to participate in training at national institutions on handling, disinfection and management of expensive equipment.
He further informed that the discussion also included the establishment of a specialist cadre within the Health Department, with a demand for the approval of a 50 per cent special allowance of the pay scale for specialist doctors working in hilly areas, similar to what is provided in the Medical Education department. Further, it was suggested that all medical officers should receive a vehicle allowance. He said that officials have been instructed to implement the decisions made during the meeting for strengthening health services.
