Dehradun Mayor cancels RCs of 124 establishments

The mayor Sunil Uniyal ‘Gama’ on Wednesday cancelled all recovery challans (RCs) worth over Rs 40 lakh imposed on 124 Bulk Waste Generators (BWGs) by the Municipal Corporation of Dehradun (MCD) in the past two months. He took this decision after some representatives of housing societies approached him and appealed to cancel these RCs. He directed the officials concerned to cancel all RCs of BWGs and also asked all establishments to segregate wet and dry garbage at the source and dispose of it as per the rules.  He also directed the officials concerned to give training regarding appropriate segregation and disposal practices of garbage to housing societies.

The corporation had imposed a fine on a total of 124 BWGs that mostly include apartment buildings and housing societies for not disposing of their bulk waste as per the rules and not presenting a waste disposal plan as per the Municipal Solid Waste (MSW) rules. The MCD imposed a penalty of Rs 10,000 each on 116 BWGs and Rs one lakh each on eight housing societies for violations under MSW rules. After these establishments continued to ignore multiple warnings from the corporation seriously, the officials decided to recover the penalty via RC.

All offenders were expected to deposit RCs by Wednesday which was the last day to submit them at the Collectorate as per the officials but the mayor cancelled it. However, the chief municipal health officer Dr Avinash Khanna clarified that the mayor has cancelled the RCs and not the initial penalties imposed by MCD. He said that if these establishments fail to present a garbage disposal plan for bulk waste generated in their respective premises in 15 days, they will have to submit the fine and face legal consequences.
