DM bans daytime roadworks, warns contractors of equipment seizure and legal action for non-compliance

Considering the nuisance to public due to road construction and excavation during the daytime, Dehradun district magistrate Savin Bansal has imposed restrictions on work hours, allowing construction activities only between 10 PM and 5 AM. Violations of these guidelines such as continuing work beyond the allotted timeframe or conducting unauthorised road-cutting will lead to legal action, equipment seizure and the filing of FIR against the responsible authorities.

A meeting was held on Sunday under the DM’s supervision to discuss road cutting permissions for various agencies including Reliance Jio, UPCL, GAIL and the Public Works Department (PWD). He granted conditional permissions to various agencies, allowing Reliance Jio a 15-day period and other bodies like the Water Supply department, GAIL and UPCL a 21-day window for their respective projects. The officials concerned will have to fulfill specific requirements, such as submitting proof of completed previous projects on-site.

Bansal also emphasised on timely completion, adherence to safety measures and restrictions on working hours to minimise public inconvenience. He also instructed PWD to expedite the issuance of permissions while enforcing strict timelines and regulations in view of public convenience during the festival season and the upcoming State Foundation Day. The DM said that violations of guidelines, such as continuing work beyond the allotted timeframe or conducting unauthorised road-cutting, will lead to legal action, equipment seizure and the filing of police complaints against the responsible parties. He also directed the officials concerned to ensure adherence to strict safety measures including adequate barricading at construction sites. Besides this, workers and staff on-site will also require to wear reflective clothing for visibility and safety purposes. Any neglect in these matters will lead to severe legal consequences.

The DM specifically cautioned UPCL against submitting delayed applications, expressing dissatisfaction over their proposal submission on the day of the meeting. He warned of action if such delays persist in future. He also granted conditional permissions to agencies for projects in areas including Mayur Vihar, Chaman Vihar, Survey Chowk, GMS Road, Saharanpur Road and Chuna Bhatta in Raipur, among others.
