Taking a stern note of the viral video in which a medical officer in the emergency ward of district hospital of Almora is seen in an apparently inebriated state while on night duty, the secretary in-charge of the Health department R Rajesh Kumar has issued a show cause notice to the Principal Medical Superintendent (PMS) of the Almora district hospital Dr Kusum Lata. In the notice Kumar has sought explanation from the PMS on the action she has taken against the doctor who was drunk while doing duty. The secretary in -charge has directed the PMS to submit a report mentioning the entire episode within three days.
In the viral video, Dr Udhav Singh is apparently drunk and not in a position to prescribe medicine for a child patient. Dr Singh has recently joined the health services as a bonded medical officer. Bonded medical officers are doctors who enter into a bond with the Health department for a specific period after the end of their studies in lieu of receiving the benefit of subsidised education during MBBS.
The secretary in-charge said that such incidents would not be acceptable at any level and stern action would be taken against the guilty. He said that the first and foremost duty of any employee of the Health department is to provide treatment to the general public.
