Education Dept officers to mull over new Transfer Policy

The Education department of Uttarakhand has started deliberations on the new transfers policy of teachers and other employees. On Wednesday the top officers of the department would hold a brainstorming session at the State project office Samagra Shiksha in Nanoorkheda in Dehradun. The meeting would be chaired by the director general of School Education Banshi Dhar Tiwari. In a letter to the director of Secondary Education, director of Primary Education and additional directors of the State Council of Education Research and Training (SCERT), the director of Academic Research and Training Seema Jaunsari said that as per the orders of the Education DG a draft for the transfer policy has been prepared. She said that discussions on the draft would be held on Wednesday.
It is pertinent to mention here that the education minister Dhan Singh Rawat has directed the department to prepare a practical and comprehensive transfer policy. He is said to be in favour of a policy which has best features of such policies of Gujarat and that practices in the Kendriya Vidyalaya of the country. As of now the transfer policy of teachers is based on the categorization of the schools into accessible (Sugam) and hard to accessible (Durgam). The schools are then further subdivided into sub categories. The teachers according to the period they are posted in either Sugam or Durgam categories are given scores. These scores are used in their transfers to schools. At present there are eleven major and 84 minor criteria on which categorisation of the schools into Sugam or Durgam categories are done.
