Cabinet chaired by CM approves 24 proposals put before it

In a major decision to encourage the use of electric vehicles and generate an infrastructure for charging facilities for these new age pollution free vehicles, the Uttarakhand government has made it mandatory for all the non-residential buildings to set up electricity charging stations in their vehicle parking space. A decision in this regard was taken in the meeting of the State cabinet chaired by chief minister Pushkar Singh Dhami and held at the State secretariat on Thursday. As per the plan all the new non-residential buildings such as group housing societies, hotels, motels, multiplexes and guest houses proposed to be constricted in an area which is in excess of 1,500 square metres should reserve 10 per cent of their approved Equivalent Parking Space (EPS) in the municipal corporations and 5 per cent of EPS in other towns for setting up electric vehicle charging facility. All the existing non residential buildings constructed in an area of more than 1,500 square metres would have set up charging infrastructure in three per cent EPS bay for two wheelers and two per cent EPS bays for four wheelers. In another decision the cabinet approved the proposal to remove the compulsion of magisterial inquiry in the payment of relief to the victims in the accidents of the public transport vehicle. It would ensure speedy disbursal of relief to the accident victims. The discretion of the district magistrates in the accident relief fund was also increased from existing Rs 25 lakh to Rs 50 lakh.

 The cabinet authorised the chief minister to set up a cabinet subcommittee for regularisation of lands of different categories.

A decision to amend Uttarakhand contractual labour regulation was made by the cabinet on the day which will pave the way for deemed registration of the labourers in the portal of the labour department after passage of 20 days of application with necessary documents.

A decision to make the Kashmir files and Samart Prithviraj movies tax free was also taken by the cabinet. The state government would compensate the SGST loss to the cinema halls on the tickets of these two movies. 

In an attempt to give a fillip to the economic activities in the areas covered by the development authorities, the cabinet approved the proposal of developing a system of self certification for the low to medium risk and green and white pollution type of the industrial units.

An amendment in the Uttarakhand government grants act 1985 was also made for the refugees of erstwhile East Pakistan (present day Bangladesh) who had arrived in India before 1971 and were allotted lands in the Udham Singh Nagar district.

The cabinet also approved a proposal to incorporate necessary amendments in the land revenue act to remove the problems in the process of mutation in the municipal corporation areas. The cabinet also decided to shift the Mukhyamantri solar self-employment scheme from Mukhyamantri Swarozgar Yojana to the micro small and medium enterprises (MSME) sector. This would increase the limit of grant from existing 15 to 25 per cent to 15 to 40 per cent.

The high power committee (HPC) headed by the chief secretary was also constituted for the works related to the upcoming G-20 summit.

Following the declaration of the chief minister Pushkar Singh Dhami to remove the compulsion of interviews in the selection process of group C posts, the cabinet gave its nod for an interview process annulment regulation 2023 for group C posts in the State.
