FIR filed against activist Bobby Panwar for allegedly threatening Power secretary

The police have registered an FIR against the president of the Uttarakhand Berozgar Sangh (UBS) Bobby Panwar and two of his associates following allegations that they threatened and behaved inappropriately with the State’s Power secretary R Meenakshi Sundaram on Wednesday. However, Panwar has denied these allegations. In a complaint submitted to Dehradun senior superintendent of police Ajai Singh, the senior personal secretary of Sundaram, Kapil Kumar stated that Panwar visited the secretariat on Wednesday evening to meet Sundaram. According to the complaint, when Panwar was called into the secretary’s office, he allegedly acted disrespectfully, using abusive language, issuing threats and intimidating Sundaram.
During the incident, the secretary reportedly called for Kumar and additional private secretary Anoop Dangwal and instructed them to escort Panwar out. However, Panwar responded by pushing, physically assaulting and hindering the staff in front of the secretary, disrupting government operations. The complaint further alleged that Panwar threatened them with harm outside the secretariat, leading the complainants to fear for their lives and property. They stated that if any harm comes to the secretary or themselves, Panwar will be held accountable. Based on these allegations, police registered an FIR against Panwar under sections of the Bharatiya Nyay Sanhita including 115(2) (voluntarily causing hurt), 352 (intentional insult to provoke breach of peace), 351(3) (criminal intimidation), 121(1) (causing hurt or grievous harm to deter a public servant), 132 (assault or force against a public servant) and 221 (obstructing a public servant in duty). In response to allegations that he visited Sundaram to secure a tender for an acquaintance and created commotion, Panwar refuted the claims, clarifying that his visit was solely to discuss the alleged questionable extension of UPCL managing director Anil Kumar.
Panwar stated that he simply requested Sundaram to produce an order from the State administration authorising Kumar’s service extension, which Sundaram could not provide. While he acknowledged a verbal disagreement occurred, he denied any altercation. Panwar said that Sundaram should release the CCTV footage of their meeting to clarify the matter publicly.
