An FIR has been registered against a man Sanjeev Thapliyal in Dehradun for allegedly defrauding the State government of Rs 2.5 crore and obstructing a critical revenue recovery process. The Dehradun district magistrate Savin Bansal initiated this action after a cheque submitted by Thapliyal during a public auction was dishonoured, exposing reportedly a deliberate attempt to sabotage government efforts.

The incident occurred during a public auction organised by the tehsildar under the DM’s orders to recover dues from major defaulters. The auction involved the sale of a property in Mauja Chak Ajabpur Kala in which four bidders participated including the accused Thapliyal. He secured the bid with an offer of Rs 10 crore and submitted a cheque for Rs 2.5 crore, representing 25 per cent of the bid amount, as required by auction terms. However, shortly after the auction, Thapliyal reportedly issued a stop-payment request on the cheque, causing it to bounce, as per the DM.

According to him, this move not only disrupted the revenue recovery process but also revealed a calculated act of fraud against the State government. He described this as a premeditated conspiracy, where Thapliyal deliberately participated in the auction, submitted the cheque and later cancelled the payment to obstruct government proceedings. Such actions have been deemed a serious violation, undermining the government’s ability to recover public funds and execute its duties. Considering this, the district administration registered an FIR against Thapliyal under various sections, including fraud, cheating a public servant and hindering government work, as per Bansal.
