Foreign national arrested for attempt to rape of fellow student

The police arrested a foreign national, Moses Ladu James, a 24-year-old student from South Sudan, for allegedly attempting to rape a fellow foreign student at a rented apartment in Mohabbewala in Dehradun. The case came to light following a Zero FIR registered in Delhi, which was subsequently transferred to Clement Town police station on November 15. According to Dehradun senior superintendent of police Ajai Singh, the accused and the victim are both students at the same private educational institution in Dehradun.
The victim alleged that during a party at her friend’s rented flat on October 29, the accused attempted to sexually assault her. Following the incident, the victim sought leave from her hostel to attend a religious event in Chandigarh, where she stayed for 15 days. The police recorded the victim’s statement and inspected the crime scene. The investigation indicated that the accused attempted to sexually assault the woman, as per SSP.
The police arrested him on Wednesday and produced him before the court after which he was sent to judicial custody in Sudhowala jail. Singh said that the police investigation also revealed that the landlord of the flat had allowed the victim’s foreign friend to stay in the premises without informing the authorities, as mandated under the Foreigners Act. Legal action is being initiated against the landlord for this lapse, he added.
