An analysis of the budget shows that the state government spends 39.68 percent of the budget for paying salaries, allowances and pensions ( 27.19 salaries, 12.49 on pensions). Similarly 9.18 per cent is paid as interest on the borrowings. For infrastructure and small scale construction activities only 16.07 per cent of the budget is spent. In the receipts heads, the state receives 32.77 per cent of its receipts from the central government grants while 27.48 per cent of its total receipts are from its tax revenue.
