Govt to promulgate ordinance on OBC reservation in ULB elections

Following the submission of the supplementary report by the one member dedicated commission on Other Backward Classes (OBC) reservations, the State government will soon promulgate an ordinance for OBC reservation in the urban local bodies (ULBs) elections. The ordinance will pave the way for holding of the long pending elections in the ULBs of the State. The supplementary report of the dedicated commission was submitted by its chairperson Justice (retd) BS Verma to the chief minister Pushkar Singh Dhami on Thursday. Prior to the promulgation of the ordinance, the Dhami government is likely to bring a proposal regarding this in the meeting of the State cabinet.
It is learnt that the dedicated commission has recommended that two posts of Mayors should be reserved for OBCs.
The submission of the report by the dedicated commission on OBC reservation assumes significance since the State government had submitted an affidavit in Uttarakhand High Court that it will complete the process of ULB election before December 25 this year.
The five year term of the elected boards in all the ULBs of the State had ended on December 1, 2023. The government appointed administrators in all the bodies because it could not conduct the elections in time due to the pending report of the Supreme Court (SC) appointed one member commission on OBC reservations.
After the submission of the preliminary report by the one member dedicated commission in January this year the State government tabled the Uttarakhand (Uttar Pradesh municipal corporation 1959) amendment bill- 2024 in the recent Monsoon session of the State assembly at Bharadisain, Gairsain. However, some of the MLAs of ruling party led by Vikasnagar MLA Munna Singh Chauhan demanded that the bill should be sent to the select committee of Vidhan Sabha following which the Speaker Ritu Khanduri sent the bill to the select committee. The select committee suggested that the ULB elections can be held on the basis of the census of 2011.
There are 102 ULBs in the State and the elections for 99 ULBs (barring Kedarnath, Badrinath and Gangotri Nagar Panchayats) will be held later this year.
