According to the case details, the UPNL workers union had filed a contempt petition in the High Court stating that in the Kundar Singh versus the State and others (2018) public interest litigation, the State government had been ordered to draft the manual for regularising the UPNL workers. The State government approached the Supreme Court against the order of the High Court but the apex court upheld the order of the High Court.Despite this, the order of the High Court has not been implemented yet by the State government though the special leave petition of the State has been rejected by the Supreme Court.
