Hearing on the petition filed by former employees of the Vidhan Sabha challenging the termination of their service, the Uttarakhand High Court has directed the Vidhan Sabha speaker, deputy secretary and others to clarify the situation by October 14. The single bench of Justice Manoj Kumar Tiwari issued this direction while hearing the petitions on Monday.
According to the case details, Kuldeep Singh and others have filed a petition in the High Court challenging the termination of their service from the Vidhan Sabha. The petitioners have stated that the Vidhan Sabha speaker had terminated their service citing public interest but there is no mention in the said order about the specific reason for their dismissal. The terminated ad hoc employees further stated that they were working like the regularised employees in the Vidhan Sabha secretariat. Further contending that the termination order is against the principle of natural justice, the petitioners said that backdoor appointments were made many times in the Vidhan Sabha after the creation of Uttarakhand State and many of those employees were also regularised. They further stated that those appointed on ad hoc basis in the Vidhan Sabha secretariat till 2014 were regularised less than four years after their appointment. However, the petitioners were not regularised even after six years of service and terminated from their jobs. The counsel for the Vidhan Sabha stated that these workers were appointed on an ad-hoc basis and that these were backdoor appointments. They were dismissed from their jobs on this basis.
