High court stays HNBGU’s order of DAV college’s disaffiliation

The Uttarakhand High Court has stayed the decision of Hemwati Nandan Bahuguna Garhwal University (HNBGU) to de-affiliate DAV PG College, Dehradun. The decision was taken by the joint bench of Justice Manoj Kumar Tiwari and Justice Pankaj Purohit, said the principal of DAV PG College, KR Jain. HNBGU is the only central University in the State and its administration recently revoked the affiliation of 10 state-aided non-government colleges from the session 2023-2024.  Jain said that the division bench of the High Court opined that under the provisions of Section 4(1) of the Central University Act 2009, State-aided non-government colleges governed as per the instructions of the Higher Education department and the Ministry of Education cannot take the decision of revoking affiliation at the Central University level. He said that this decision has brought great relief to students and everything will be resumed in the college like earlier. He said that a similar decision of disaffiliation by the bodies concerned was also cancelled by the High Court bench whose public interest litigation was presented by BJP leader Ravindra Jugran in 2020.
