Stating that it is the responsibility of the respective owners to keep the vacant plots clean, Kumaon commissioner Deepak Rawat has directed the officials concerned to take action against such people in Nainital district whose vacant plots have become garbage dumping grounds. He said that many people are bringing such issues to him during public hearing in which land owners just leave their land after buying them.
Such plots usually become a dumping place for people or animals like dogs, cows and bulls among others start living there that often causes nuisance to local residents. Some have even complained about snakes living in such plots, said Rawat. He said that he has received a similar complaint from a senior citizen in the recent public hearing in Haldwani in which he directed the city magistrate to take strict action against the land owner.
He said that according to the complainants, plot owners do not keep their plots clean for years and despite several requests of local residents, they neglect it till they have to start construction there. Rawat said that strict action must be taken against such people.
Besides this, the commissioner also asked the district officials to ensure the public do not have to bring such complaints directly to him which can be easily resolved at sub divisional magistrate (SDM) and Tehsildars level. They can take help of their seniors if they face any difficulty in tackling issues but they should attempt to resolve issues at their own level first. It will be convenient for the complainant as well as for the administration, he added.
