The Municipal Corporation of Dehradun (MCD) has started imposing penalties on Bulk Waste Generators (BWGs) of the city from Tuesday for their failure to submit an action plan of disposing garbage generated by them. The corporation on Tuesday imposed a penalty of Rs 10,000 each on 10 BWGs which are all apartment buildings.  Six of these buildings are located in the Malsi area and four in the Sahastradhara Road area. The chief municipal health officer Dr Avinash Khanna said that the corporation has issued notices to these buildings for their failure to submit their plan to properly dispose of waste generated by them as per the Solid Waste Management Rules, 2016 despite repeated appeals and warnings of MCD. He said that

the Dehradun municipal commissioner Manuj Goyal had issued an order on February 20 for all BWGs to submit their action plan to dispose of the garbage in the corporation within a month to ensure they are adhering to the SWM rules. The order clearly stated that the corporation will start imposing fines as per the rules if BWGs do not submit their action plan within stipulated time. Since very few establishments have submitted their action plan, the MCD has decided to take action against those that failed in a phased manner. Khanna said that the MCD has stated in the notice that these 10 BWGs need to deposit a penalty of Rs 10,000 each in the corporation within a week as the first penalty. If they fail to submit the fine within a week, the corporation would take punitive action to recover the amount as per the norms, said Khanna. He said that if these establishments still do not submit their plan soon, MCD will impose penalties on them on a daily basis.
