To strengthen transparency, quality control and accountability in construction and development works, the Municipal Corporation of Dehradun (MCD) on Friday issued detailed instructions regarding the submission and approval process of estimates. The move aims to prevent duplication of works, ensure proper documentation of projects and improve monitoring of public-funded development activities.
MCD officials stated it was observed that while submitting estimates for construction and development works, essential documents such as photographs of the site before the start of work and certificates regarding the necessity of the work from the concerned Junior Engineer (JE) or Assistant Engineer (AE) were often not being attached.
The officials claimed that the absence of such documents made it difficult to assess the actual requirement of the work and increased the possibility of similar works being proposed by different departments.
As per the new order issued by municipal commissioner Alok Kumar Pandey, it will now be mandatory to attach clear photographs of the work site before the beginning of construction, photographs of the concerned JE/AE present at the site along with GPS location details and a certificate from the engineer confirming the necessity and justification of the work.
Officials further stated that after completion of the work, photographs of the site taken from the same direction will also have to be submitted to enable transparent comparison and verification of the work carried out.
Pandey stated that the objective of the instructions is to make the monitoring system of development works more effective, maintain digital and physical records of every project and ensure proper utilisation of public funds. The order also mentions that estimates without the required photographs, GPS details or necessity certificates will not be approved and payments for such works will not be released. The JE or AE concerned will be held responsible in case of non-compliance.
Officials said that all concerned officers and engineers have been directed to ensure timely compliance with the order so that development works undertaken by the MCD remain transparent, quality-oriented and beneficial for the public.
