MCD to resume drive against BWGs

The Municipal Corporation of Dehradun (MCD) will resume its drive to act against bulk waste generators (BWGs). The corporation’s sanitation team is currently dedicated to carrying out works regarding heavy rain and anti-dengue drive due to which there is a lack of workers but the focus will be shifted once again to ensure BWGs dispose of their waste as per the rules, said the municipal commissioner Manuj Goyal.
The corporation had initially asked these establishments to approach MCD to dispose of their segregated waste to make the disposal process easy as officials claim that nearly 60 per cent of waste of the city is generated via these bodies. However, the BWGs did not show any interest in this initiative of the corporation after which, MCD issued notices to BWGs including apartment buildings and housing societies in April for not disposing of their bulk waste as per the rules and not responding to the health section regarding their disposal plan despite multiple attempts.
After conducting multiple inspections, the corporation imposed a fine on a total of 124 BWGs that included apartment buildings and housing societies for not disposing of their bulk waste as per the Municipal Solid Waste (MSW) rules. The MCD imposed a penalty of Rs 10,000 each on 116 BWGs and Rs one lakh each on eight housing societies for violations under MSW rules. After these establishments continued to ignore multiple warnings from the corporation seriously, the officials decided to recover the penalty via recovery challan (RC) in May. However, just one day before the last day of submitting the challan, the mayor Sunil Uniyal ‘Gama’ cancelled all RCs worth over Rs 40 lakh imposed on 124 Bulk Waste Generators (BWGs) after some representatives of housing societies approached him and appealed to cancel these RCs. Though he had asked these establishments to present their plan to MCD regarding waste disposal, the corporation has received negligible plans from these establishments in the last two months.
Talking about the issue, the commissioner said that MCD is serious about minimising waste generation in the city via BWGs and work is being done toward this issue. He said that MCD will resume its drive this month to act against BWGs, especially those who have failed to present a garbage disposal plan. They will have to face legal actions too for such violations, added Goyal.
