Ministers determined to rein in bureaucracy in U’khand ?
Want the authority to write the CR of the secretaries of their department

Consensus seems to be building up within the ministers of Pushkar Singh Dhami government that the unbridled bureaucracy in Uttarakhand needs to be tamed. In the first step in this direction the ministers want that they should be given the authority to write the Confidential Roll (CR) of their department secretaries. Senior cabinet minister Satpal Maharaj is most vocal in favour of the new arrangement. He told the media persons on Monday that earlier the CR of the secretaries was written by the ministers but it was discontinued. He said that in all the states the ministers have the authority for making entries into the CR of the secretaries and it should be restarted in Uttarakhand. Maharaj said that he had brought the issue to the notice of the CM. The idea of the Maharaj regarding CR of officers got support from cabinet minister Saurabh Bahuguna. He said that the matter has been brought to the notice of the CM and expressed confidence that soon some decision on it would be taken. Former speaker and cabinet minister Prem Chand Agarwal said that officers should understand that they should engage in no dilly dallying and they should ensure that the orders are implemented on ground.
The stern view adopted by the ministers of the Dhami cabinet on the bureaucracy is sure to make the babudom alert. The system of ministers concerned with writing the CR of the secretaries was done away during the tenure of former chief minister Vijay Bahuguna. After that the entries in the CR of the secretaries are being done by the chief secretary. All the ministers admit in private that the secretaries do not take them seriously as they cannot do anything to discipline them.
