Prepare Uttarakhand centric disaster management plan- CS to officers

Chief Secretary Radha Raturi has directed the department of Disaster Management to prepare an Uttarakhand centric disaster management model keeping in mind the special conditions of the State instead of adopting the models of other countries and States.
She said that the department should include the suggestions of NGOs, civil society, social organizations and private experts while preparing the framework to deal with the disasters.
The CS was reviewing the implementation of Sendai (Japan) framework on disaster risk reduction in the State at the secretariat on Wednesday.
Expressing strong displeasure over the laxity in making an action plan of an insurance scheme in disaster risk reduction, CS said that people of a disaster sensitive State such as Uttarakhand can get help from the scheme.
Taking cognizance of the lack of trained officers for disaster risk assessment, the CS directed the department to conduct training programmes of master trainers for risk assessment in disaster-affected areas and villages. She added that the department should provide training to 65,000 women self-help groups in the State. The CS suggested that these trained women should be called as Aapda Sakhi. She said that disaster management should be included in the curriculum of the primary schools.
In the meeting she instructed the officers to collect the data of ex-servicemen living in all the districts and train them in disaster management.
Expressing concern over the use of heavy construction works in the State the CS said that relatively light construction works are given priority in disaster sensitive areas.
Calling for a report on villages identified in the State in view of high disaster risk, the CS asked the officers to clarify the status of the action plan for rehabilitation of such villages.
She said that the district magistrates should conduct disaster risk assessment of all the villages.
The CS also asked the department to collect data of people who die from the disaster every year in the State. She added that a special action plan should be prepared to prevent road accidents in the State. Raturi said that innovative efforts like installing bamboo crash barriers should be adopted in this regard.
Secretary Vinod Kumar Suman and officers of Disaster Management, Home, Irrigation, Forest, Drinking water, Education and PWD attended the meeting.
