Taking exception to the fact that the chief secretary S S Sandhu received the memorandum submitted by the BJP MLA from Kedarnath Shaila Rani Rawat while sitting on his chair the Chakrata MLA and former Pradesh Congress Committee (PCC) president Pritam Singh said that the breach of protocol has occurred in the meeting. He said that in democracy protocols are set for the executive and the legislature and as per them the officer should greet any elected representatives of assembly or the parliament.
Singh said that a similar incident happened during the budget session of the assembly in Gairsain when the protocol was not followed when he along with other Congress MLAs Bhuwan Kapdi, Harish Dhami and Adesh Chauhan went to the chamber of the CS to meet him. He said that the issue was raised in the assembly by the Congress members under the breach of privilege notice. “In our case, a ruling was issued by the chair and after it we were hopeful that the government will bring improvement in the working style of the executive. However the manner in which the protocol was not followed when the Kedarnath
MLA clearly shows that the government has lost control over bureaucracy which has become unbridled,’’ he said.
