Former Pradesh Congress Committee (PCC) president and MLA from Chakrata assembly Pritam Singh has demanded punitive action against all those responsible for making backdoor appointments in the Vidhan Sabha secretariat in gross violation of every norm and regulations. He said that the former Speakers of the Vidhan Sabha who made these appointments and the chief ministers who endorsed these appointments by using their power of deviation ( Vichalan) should be brought under the ambit of inquiry.
Interacting with the media persons in Vidhan Sabha here on Wednesday, the senior leader of the Congress party said that the Kotia committee in its report has clearly mentioned that all the appointments made in the Vidhan Sabha from the year 2000 till 2022 were illegal and anti constitutional. He said that eligibility criteria were openly flayed in these appointments. Showing documents obtained under RTI, Singh said that the class VIII passed candidates were made computer operators, class XII qualified candidates were appointed as Personal Secretaries (PS) while candidates having mechanical engineering and graduate degrees were given the job of guards in the Vidhan Sabha secretariat. He said that the Vidhan Sabha speaker has removed all ad hoc employees while no action has been taken against the permanent employees. “ The speaker has said that legal opinion is sought for the permanent employees but she should clarify how long this would take,’’ he questioned. Singh said that all the illegal appointments were approved by chief ministers by using special powers bestowed to them and the cabinet was bypassed. “I was also part of the cabinet but we never knew about these appointments,’’ he said.
Singh said that the unemployed youths had demanded Central Bureau of Investigation (CBI) inquiry in the Uttarakhand Subordinate Services Selection Commission (UKSSSC) paper leak case but the State government is dithering from ordering CBI inquiry in the case which shows that it is trying to shield influential persons and politicians involved in the case. He alleged that the paper leak case is similar to the famous Vyapam scam of Madhya Pradesh. Launching an attack on the State government for its failure to improve law and order situation in the State, Singh said that the parents of the Ankita Bhandari and general public is demanding CBI inquiry under the monitoring of a sitting judge of the High Court (HC) but the government is not accepting this justified demand. He said that the government is trying to deceive people that the NARCO test of the accused in the Ankita murder case would be done but the fact is that this test can be done only after the accused agree for it. The Congress leader said that the Udham Singh Nagar district has become a bastion of the criminals but the State government is continuing to protect the Senior Superintendent of Police (SSP) of the district despite the fact that a conspiracy to murder a cabinet minister was hatched there and the local police was in dark about this.
