Rs 1,01,175.33 crore budget presented in Vidhan Sabha for 2025-26

 The Finance minister Prem Chand Agarwal presented a budget of Rs 1,01,175.33  crore for the financial year 2025-26 in Vidhan Sabha on the third day of the budget session on Thursday. The budgetary provisions are 13 per cent higher than last year. The Finance minister has presented a surplus budget of Rs 2,585.89 crore.

The Dhami government has focused on the primary sector, social security, infrastructure development and education sectors in the budget. In the budget document, the government’s estimated receipts stood at Rs 1,01,034.75 crore while the expenses are estimated at Rs 1,01,175.33 crore. The estimated receipts in the revenue account are Rs 62,540.54 crore and Rs 38,494.21 crore under the capital account. In the budgetary expenditure Rs 59,954.65 crore are under revenue account while Rs 41,220.68 crore are under capital accounts. 

The State government has earmarked a sum of Rs 14,763.13 crore for infrastructure development, which is the highest ever allocation in the budgets of the State.  The government has set aside a sum of Rs 1,811.66 crore on social security schemes in the budget. For rural development a sum of Rs 3865.61 crore is earmarked in the budget.

In his speech, the Finance minister said that the Uttarakhand government under the leadership of Chief Minister Pushkar Singh Dhami has taken a historic decision of implementing Uniform Civil Code (UCC) in the State.

 Agarwal said that the State government has provided an excellent ecosystem for the business in the State. He said that Uttarakhand has been selected in the category of top achievers for developing start-up ecosystems. He added that the government is moving forward with the mantra of striking a balance between economy and ecology. Agarwal added that the State government is assessing the Gross Environment Product (GEP) on the lines of Gross Domestic Product (GDP). He said that Uttarakhand has secured first place in the country on Sustainable Development Goals (SDG).  

In his speech, the finance minister said that a surplus of Rs 2,585.89 crore is expected in this financial year while a fiscal deficit (a difference in earnings and expenses) of Rs 12,604.92 crore is expected this year. This fiscal deficit is 2.94 per cent of the Gross State Domestic Production (GSDP) of the State which is well within the limit of 3.0 per cent of GSDP mentioned in the fiscal responsibility and budget management (FRBM) act.  

 In the gender budget, the Finance minister has made a provision of Rs 16,961.32 crore which is 16.66 per cent higher than last year. 

 In the budget a provision of Rs 486.75 crore has been for the department of tourism. The finance minister allotted a sum of Rs 3043 crore for the Police and Jail department and Rs 2525.23 crore for revenue and general administration department.

Similarly, a sum of 186.47 3 crore has been made for the cooperative department. The finance minister made a provision of Rs 1,672.41 crore for the power sector, Rs 400.82 crore for transport, Rs 4,747.54 crore for forest and Rs 993.61 for animal husbandry and dairy development departments. 

A provision of Rs 918.92 crore has been made for subsidy under different schemes in the budget. Similarly a sum of Rs 207.18 crore and Rs 54.12 crore has been kept in the budget for PM housing scheme rural and urban respectively. 

A sum of Rs 320 crore has been made for the Uniform Civil Code, Rs 20 crore for infrastructure development in Gairsain, Rs 989.74 crore for national health mission and Rs 127 crore for Spring and river rejuvenation authority.

 DEHRADUN : For the first time in the history of the State, the budgetary allocation exceeded a sum of Rs one lakh crore for the financial year 2025-26. At the time of creation of the State, the annual budget for the year 2001-02 was Rs 4,500 crore which has now increased to Rs 1,01,175.33 crore for the financial year 2025-26. It shows that the budget has increased by 24 times in the last 25 years.
