The Finance minister Prem Chand Agarwal presented a supplementary budget of Rs 11,321 crore for the financial year 2023-24 on the second day of monsoon session of the Vidhan Sabha on Wednesday. Agarwal said that the State government is committed to social welfare and many schemes were introduced in the budget of 2023-24 for the purpose. He said that the supplementary budget is also dedicated to social welfare. Agarwal said that serious efforts have been put in for arrangement of finance for the supplementary budget and added that 34 per cent of the estimated revenue collection for the financial year has already been achieved. The minister said that the state collected revenue of Rs 14,176 crore in the year 2021-22 which increased to Rs 17,103 crore in the year 2022-23. He said that the government has so far collected 47 per cent of revenue it had received last year.
In the supplementary budget a provision of Rs 7,790 crore has been made under the capital head and Rs 3,530 crore under the revenue head. A provision of Rs 3,000 crore is made under the centrally sponsored schemes while Rs 3,200 crore have been kept for the state funded schemes. A sum of Rs 157 crore has been allotted to the urban local bodies for the purpose of assignment. Under the capital head, the government has made a provision of Rs 600 crore for infrastructure and Rs 765 crore for the Jal Jeevan Mission. Similarly, a provision of Rs 128 crore has been made for the Samagra Shiksha Abhiyan, Rs 100 crore for construction of Medical College Haridwar, Rs 50 crore for the unity mall, Rs 30 crore for development of Yog Nagari Rishikesh and Rs 25 crore for developing Haridwar as a tourism city. Under the revenue head, a sum of Rs 300 crore has been earmarked for repair of roads, Rs 297 crore for National Rural Health Mission and Rs 218 for disaster management. Similarly, Rs 200 crore has been kept for the Atal Ayushman scheme. In the general budget, a provision of Rs 1,000 crore was made for rehabilitation of affected families in the Joshimath disaster. In the supplementary budget the government has further allotted Rs 100 crore for the purpose. The finance minister has also allotted money for various announcements made by chief minister Pushkar Singh Dhami in the supplementary budget.
The proceedings of the day started with the Congress members demanding immediate discussion under rule 310 on the issue of the anti encroachment drive in the mountainous areas. The speaker rejected the demand of the party but allowed discussion on the subject under rule 58.
