The incident reportedly occurred on October 29 but was reported after the victim filed a zero FIR in Delhi, which was later transferred to Dehradun police for investigation.
According to the officials, the victim, hailing from Lesotho in South Africa, arrived in India in August 2022 to pursue a BCom degree at a private college in Dehradun. She resides in a girls’ hostel. In her complaint, she reportedly stated that while attending college, she befriended a Sudanese student pursuing a BBA degree at the same institution.
The purported victim alleged that on October 29, the accused invited her to a party. After she fell asleep, the accused allegedly raped her. The victim travelled to Delhi for personal reasons the next day and did not report the incident to the Dehradun police immediately.
Upon reaching Delhi, the victim contacted the police control room and lodged her complaint at the Kashmere Gate police station. A medical examination was conducted and the police registered a zero FIR. The case was subsequently transferred to Clement Town police station in Dehradun on November 16.
