The Uttarakhand Transport department has exempted electric carts, two-wheeler and three-wheeler goods vehicles and any transport vehicle for which a permit is not required under the Motor Vehicles Act, 1988, from mandatory installation of Vehicle Location Tracking Device (VLTD).
In his order issued to all regional transport officers (RTOs) on Tuesday, the joint transport commissioner Sanat Kumar Singh stated that the central government had issued instructions to the State government to ensure the installation of a well equipped GPS in all goods vehicles of the State without any delay. As per the orders, all public service vehicles as defined under clause 35 of section 2 of the MV Act 1988 shall be fitted with a VLTD and one or more emergency buttons. He said that though the department has issued orders to mandatorily equip the vehicles concerned with the mandatory system, many have appealed to provide some exemptions.
Considering this, the joint commissioner said that the department has decided to exempt electric carts, two-wheeler and three-wheeler goods vehicles and any transport vehicle that doesn’t require permits under the MV act from the installation of tracking devices and other equipment as per the central government’s rules. He also directed the officials to ensure operators of the goods vehicles concerned have mandatorily installed tracking devices.
