Two arrested for killing man with paper cutter
Accused claim they killed in self defense

The man whose body was found near a railway track on Monday was killed by two men with a stationary paper cutter over a minor dispute, said the Dehradun senior superintendent of police Ajai Singh. He said that the police received information on Monday that a man’s body was lying at some distance from the railway track near Singhal Mandi.
The police reached the spot and observed that the body had a deep cut wound on his neck and a large amount of blood was spread around it. Besides this, the police also found a blood soaked stationary knife cutter near the body. The police found nothing on the body that could be used to identify the deceased. The police showed his photo around when a woman identified him and informed that his name is Shambhu Kumar who lives in Kusum Vihar near Singhal Mandi along with his wife. When police reached the wife, she told them that on Sunday around 7 PM, her husband had left the house after having dinner but did not return throughout the night. When she tried to call, his phone was switched off. Singh said that the police checked the call records of the deceased as well as the footage from CCTV cameras.
The footage showed him leaving his house around 7 PM but due to the absence of cameras on various routes, it could not be confirmed where he exactly went. He said that the teams then started manual policing, activated the informer system and collected information about the people living in the area. They received information on Tuesday from an informer that the deceased was allegedly murdered by two intoxicated men during a fight on the railway track on Sunday night and had been missing since then.
The police team found the men and arrested them on Tuesday. SSP said that the accused have been identified as Manoj Kumar (30) and Pankaj (26). They told the police that they both were intoxicated on the night of the incident and saw Shambhu near the track who also appeared intoxicated. They planned to steal his money. They went to him and asked him whether he had a Beedi but he started abusing them and soon started getting violent. They said that the situation escalated soon and one of them attacked Shambhu with the stationary knife cutter in self defence and left him.
The accused claimed that they did not know that Shambhu would die and they had no intention to kill him. When they got to know about the body, they knew it was Shambhu and ran away, informed Singh.
