Chief minister Pushkar Singh Dhami said that a final decision on the date of implementing the regulations of Uniform Civil Code (UCC) will be taken in the review meeting of the nine member committee constituted by the State government for preparing the draft of regulations of UCC to be held in the first week of October. Notably, the CM had earlier expressed his desire to implement the provisions of UCC in the State from November 9, the State foundation day. It is now apparent that in view of the enormous task of making regulations and provisions for UCC implementation the government might drop the idea of implementing UCC from November 9.
The nine-member committee is headed by former chief secretary Shatrughna Singh. The members of the committee are Additional secretary, Legal, Sudhir Singh, deputy inspector general, Training, Barinderjeet Singh, vice chancellor of Doon University Surekha Dangwal and social worker Manu Gaur. The additional secretaries of Personnel, Panchayati Raj, Urban Development and Finance are the four ex-officio members of the committee. Former CS Singh, Dangwal and Gaur were also the members of the five member expert committee set up by the State government on UCC. Uttarakhand created history when the State Assembly passed the UCC bill in February this year.
The UCC mandates similar laws of marriage, divorce, maintenance and succession in all the religions and communities in the State. While the scheduled castes have been kept out of purview of the bill, the UCC endeavours to put amend on the social evils such as child marriage, polygamy and Talaq.
