Start up policy approved, State opens gates for private industrial areas. Budget session of assembly to commence on March 13 in Gairsain
In an attempt to attract investment in the industrial sector, the State cabinet has approved the new Start-up policy 2023 and allowed the private sector to set up industrial areas in the State. In a marathon meeting held at the residence of the chief minister Pushkar Singh Dhami on Wednesday, the State cabinet took decision on 52 issues brought before it. Informing about the decisions, the Chief Secretary SS Sandhu said that now anyone with two acres of land in mountainous areas and 30 acres of land in plains can set up an industrial area. The State Infrastructure and Industrial Development Corporation of Uttarakhand Limited (SIIDCUL) would enter into a joint venture with the private player for the industrial area. The CS said that the association of the SIIDCUL would allay the fears of those intending to set up units in these industrial areas which would have the roads and other facilities as per the norms. The CS said that the step would help in increasing industrial activities in the State. He added that the land bank of the State government is decreasing.
On the new start-up policy, he said that being near to the National Capital Region (NCR) and other positive factors many entrepreneurs have shown interest in setting up start-up in Uttarakhand. In another step to attract the industry, the State cabinet approved the proposal of a customised package. The Small and micro industrial development department has prepared the proposal according to which the investors planning to invest Rs 200 crore and more and providing employment to 500 people would be provided customised services. The cabinet gave its consent to the Uttarakhand Competitive Examination (measures for control and prevention of unfair means in recruitment) ordinance -2023. It also approved the plan to hold the budget session of the assembly at Gairsain from March 13 to 18. The cabinet approved the proposal for preparing a master plan for the area around the branch of AIIMS Rishikesh in Kiccha of Udham Singh Nagar district. The Industrial Training Institute (ITI) Sahaspur would be developed as a skill hub. The cabinet also approved setting up a six member committee headed by chief secretary (CS) for budget allocation for the CM sports development fund under the new Sports policy. Paving the way for Metro Neo in Dehradun, the cabinet decided that the department concerned would provide their land for the project for Rs one only on a 99 year lease. It also approved the plan of the Uttarakhand transport corporation (UTC) to purchase 100 new buses at a cost of Rs 30 crore. The State government would bear the interest of the loan. In another decision the State cabinet approved the setting up of the Personal Rapid Transit (PRT) system in Haridwar under which pod cars on elevated cables would ferry passengers.
A committee under the CS would be formed for development of eco tourism in the forest areas of the State. The cabinet also approved the plan to hand over loss-making Sitarganj sugar mill on lease of 30 years. The cabinet also approved a plan to set up an integrated acqua park in Sitarganj. This park would be developed on 41 acres of land. The cabinet approved the proposal to create 26 new posts of Sub Divisional Magistrates (SDM) in the State and decided to hand over the operation of the Naini Saini airport in Pithoragarh district to the Indian Air Force (IAF). It also stamped its approval for the merger of the Garhwal Mandal Vikas Nigam (GMVN) and Kumaon Mandal Vikas Nigam (KMVN).
