U’khand gears up to implement ambitious Parivar Pehchan Patra project

The Uttarakhand government has started the process of preparing Parivar Pehchan Patra (PPP) in the State. The State’s chief secretary Radha Raturi approved the budget of the PPP project in a meeting of Expenditure Finance Committee (EFC) held at the State secretariat on Thursday. She gave a timeline of one month to the Planning department for the selection of the vendor for the PPP project. Raturi also gave instructions to pay special attention to data security in this regard.
The CS said that Parivar Pehchan Patra was an important agenda point of the CM’s conclave. She said that the State government is planning to create a dynamic and live database of citizens and their families through which updated and verified data related to beneficiaries will be shared with various line departments for their respective schemes and services.
Raturi added that the objective of the Parivar Pehchan Patra is to create a comprehensive family database with a unique identification for each family. It also aims to generate verified, authentic and reliable data of families in the State and integrate with other service delivery platforms in the State including Apuni Sarkar Portal. The PPP also aims to provide verification, provision for correction and update of all data points captured for each member of the family, she said.
The CS added that with the help of PPP there would be reduction in the need for providing documentation and proof as they can be accessed from the proposed system of interlinked department systems through unique identification.
The PPP will be a proof of residential address and will help the authorities to issue caste and residential certificates without delay. She said that all eligible and often neglected residents such as Divyang will be part of the Unique ID database and will be provided proper assistance by the State government under targeted services and benefits according to their need.
The project will also ensure that ineligible beneficiaries under various services and benefits will be eliminated after thorough analysis and verification.
The CS was informed that Haryana and Karnataka have been at the forefront in adopting this universal family identity concept. In these States the PPP is mandatory for the citizen to apply for any welfare service in these states.
Secretary R Meenakshi Sundaram, additional secretary Vijay Kumar Jogdande and other officers of the Planning department attended the meeting.
